I filed the missing files issue into Bugzilla,

I run the Tomcat testsuite with 32-bit ocsp/non-ocsp binaries with
32-bit JDKs on Windows 7
with Tomcat 7 + Java 6u45, Tomcat 8 + 7u80, Tomcat 9 + 8u66
All tests completed successfully.
