When you think about it, there's no reason at all why
"metadata-complete" actually affects resource injection. It should
affect declarations of things using annotations, and that's
it, so it's
not that logical, and it should have been named annotation-processing.
Which is true (at least with my current draft of the spec). It would have
been nice to have another attribute which says "My app isn't using
Annotations, so don't bother wasting time looking for them" :).
We can add that as a custom attribute on Context.
