Hi,

  A change was made a while ago to the Unix version of the file to only
add tools.jar to the class path if debug or javac was specified on the
command line. I am pretty sure that change was made because tools.jar is
no longer needed, but, it could prove useful when debugging a problem?
I provided a patch to setclasspath.bat to be consistent with the Unix
version of the file. I also was going to provide a patch to the documentation
to say that tools.jar is not loaded by default any longer. This would provide
consistency all around.

I'm hesitant to always include tools.jar now that we don't strictly need a JDK, 
and I'm not sure what the unix version does it.  Consistency is a good goal but 
in this case I think we may need to go the other way, i.e. remove tools.jar 
from one script instead of adding it to the other.  Please bring this up on the 
tomcat dev mailing list for discussion.
