Not that Tomcat and (Java in general, being OS-agnostic) don't have a mechanism to distinguish user- from group- and world-level permissions, unless I'm greatly mistaken. Instead, the permissions for these files are determined by the umask (google or man the term if unfamiliar) of the server user: that's what you need adjust.
