I'm not sure what "proper net build.xml" refers to. I downloaded the build.xml from the Tomcat website today.
I have subsequently manually checked out all the modules and after modifying build/build.xml from (http://svn.apache.org/repos/asf/tomcat/current/tc5.5.x) as noted in my last post (to build jasper), the build completed successfully.
