TINKERPOP-1223: Allow jars in gremlin.distributedJars to be read from HDFS

If a `HADOOP_GREMLIN_LIBS` directory does not reference a local directory,
then check for that directory in HDFS. If its there, copy it to a `java.io.tmp`
directory and then process the `jars` from there.

If the HADOOP_GREMLIN_LIBS path does not exist locally, then search for it
in HDFS. If it exists there, copy it to a java.io.tmp directory and then pull
out the jars from there to upload to the DistributdCache (Giraph) or
SparkServer (Spark).
