Part # 3 of TIKA-4678 which adds the following files to `.helmignore`
- `.jfrog-cli-cache/` — Stops the JFrog CLI binary (from
setup-jfrog-cli-manual) from being included in helm package, which was hitting
the 5 MiB limit.
- `.github/` — Workflows and local composite actions are not part of the
installable chart.
- `.asf.yaml` — Apache infra metadata for the repo, not needed in the chart
archive.
