Tim Allison resolved TIKA-2426.

    Fix Version/s: 1.17

The better solution would be to randomly select user locale like Lucene and 
Solr do via, say TikaTest.  When I set Locale to Italy, it surfaced a known bug 
in POI.

For now, for this unit test, I've set the Locale to Locale.US.
