CODEOWNERS

Hi,

I plan to introduce a CODEOWNERS file that leads Github to request 
reviews from individuals on a per-folder and/or per-pattern mask.

Here's how it works:

I'll start with what seems sensible to me, but all @committers should 
feel encouraged to add yourselves to the file.
