Introduce {{cppcheck}} SCA for the Ruby native extension under {{lib/rb/ext}}
and fix the existing findings so it can run in CI without noise.
* Add a Ruby extension {{cppcheck}} run to the CI SCA workflow.
* Address current actionable {{cppcheck}} findings in {{lib/rb/ext}}.
* Keep behavior unchanged; add tests where needed to cover any touched branches.
* Leave only narrow, justified suppressions for Ruby-specific false positives.
