Add several dashboard appearance improvements:
* Added dashboard-level chart overrides and wiring, including hideToolbox,
and ensured overrides are applied before renderer layout so hidden toolboxes
don’t reserve spacing.
* Added dashboard grid row-height configuration (finer widget height
control) via dashboard settings dialog and applied it in grid view.
* Fixed dashboard widget insertion behavior so adding a new chart no longer
repositions existing widgets.
* Improved time-series responsiveness and layout: adaptive X-axis tick
density, always top legend, non-overlapping toolbox/legend, centered legend
row, and slightly increased left/right chart margins.
* Fixed pie layout in widgets to use space better and center correctly
(removed inherited fixed size constraints causing horizontal offset).
* Refined gauge layout sizing/positioning to avoid top overlap and excessive
bottom whitespace in dashboard widgets.
