IIRC, it was pulled out of main because it didn't have tests (or anyone to 
support the module directly)

My suggestion would be to create a separate GitHub project that contained the 
tag lib, if it gains traction (and someone can maintain it long-term inside of 
Shiro) we can pull it into the tree.

If we need to make any changes to Shiro itself to support this feature (e.g. 
expose functionality needed for a tag) we should do that.
