After reading the Apache guidelines, it sounds like if we have a source
distribution we must only include in NOTICE and LICENSE bundled source, which I
think is none but will double check.
If we have a binary distribution we need to have NOTICE and LICENSE entries for
all transitive dependencies include in the binary.
[~dszeto] are we releasing both binary and source tars? In pio it was only
binary, right? If so then we have only one set of NOTICE and LICENSE, which
includes transitive dependencies. This is what I assume and will research.
This may be an issue depending on how a source release is defined. I think it
is a tar hosted on the Apache mirrors and Github doesn't count. If it does
count as a source distribution we need to have 2 versions of LICENSE and NOTICE.
All appropriate LICENSE binaries need to be in the binary release--the one that
bundles all dependencies. So the text files should match what is in the built
binary tar. Again, I'm only doing the text files.
