Yes, I had to add some new commits due to some bugs that were blocking
progress - and then respectively, move the rc0 Git tag to the latest
commit. Incrementing the RC number for every bug I've found and fixed would
likely lead us to a lot of RC numbers that were never made public or voted
on, which is why I kept moving the rc0 tag instead.

If you think this may be causing our latest set of issues, I'm happy to
close rc0 altogether and start fresh on rc1 to try again. But I think we
may have bugs on the LICENSE/NOTICE that may need fixing first (mentioned
on the newest ML thread I've opened). Please let me know your thoughts on
that thread.
