was: Currently we only have APIs for getCacheFiles. Archives are a different
type of yarn LocalResource which are automatically untarred/unzipped during
localization.
Summary: Tez code does not differentiate between cache archives and
files (was: EvalFunc needs to support getCacheArchives)
