Markmail is an external and unreliable source. But the text in my comment was:

"This has been discussed on the dev list some months ago, but with no conclusive answer. Anyway, I confirm that at the moment we don't include dictionaries in Language packs, only in full builds."

And this doesn't mean that people were on opposite sides, just that this wasn't perceived as a priority and that, if I recall correctly, this, like many other issues, was left open since nobody had time/resources to fix it.

Two notes to consider:

1. Bundled dictionaries are included with a specific legal exception. This would probably extend to language packs, but I'm not looking into it.

2. Including dictionaries in language packs would create the issue of what to do in some cases. For example, the Italian build contains the English dictionary. I may install OpenOffice in Italian and then a few months later a new English dictionary is available and I update the dictionary. Then I decide to install the English language pack that still has the old dictionary.

In short, it is not absolutely clear that including dictionaries would be an advantage for everyone.
