I do not understand your Idea.
You want to change from
Header: Name,Age
Default line:"Jon.Doe",48
To
Your result:~Jon.Doe~^48
?
he wants to change the default setting *permanently*.
I'm not sure id the following works as I don't have to change anything
to store different default values already permanently.
In you user profile (e.g., on Linux here
"/home/<your_user>/.openoffice/4/user/") look for the file
"registrymodifications.xcu" and search for the item path
"/org.openoffice.Office.Calc/Dialogs/CSVImport". Here you should find 2
that can contain values for field and text delimiter.

Is it possible to change the default csv save delimiters? I would like
to
use different delimiters when saving as an .csv file. I know I can
specify
them manually but would like them to be used by default, for example
the ^
for field and the ~ for text delimiter. Mainly so my user's don't have
to
remember to use the correct ones.
Thanks!

*There is no answer to this question from your specialists for a long
time.*
Please give a *detailed instruction*: How to overwrite the *export
template*
of the *CSV* file by *default*.
