Such manager is already existing with the Navigator. Here you can see all links, rearrange, edit, or even delete them.

IMHO This should be enough.

To globally remove all links might in many circumstances be dangerous as it would remove everything, wanted or unwanted. Navigator (F5) allows one
to click on an unwanted link; hitting Delete then removes that link.
