I assume you have access to the extension. The extension is a file in the OXT format. Rename it to .zip (if it is named dict-afrikaans.oxt, rename it to dict-afrikaans.zip). Expand the archive. You will find two files, one with extension .dic and one with extension .aff; those two files are in hunspell format and you can generate the wordlist with hunspell. Hunspell is not part of OpenOffice and you must look at the documentation for the hunspell project for more.
