You might look at AuthorSupportTool (originated as a University of Bremen 
project) at
http://extensions.openoffice.org/en/project/authorsupporttool

This is in Java (source available) and might be converted to compile for OO 
4.1.1 (simple - I did that; then there was some change and the compile stopped 
working - real life and insufficient Java knowledge prevented me returning to 
this) and possibly extended in the light of Bugzilla 3959 and my suggestion at 
Bugzilla 124984

A comment on the AuthorSupportTool - it seems to me that this tools was 
intended to offer a standard package to students in a department to serve as a 
basis for preparation of their papers.
