There is a solution in Tobago to add specific CSS classes into component:
It's the "markup" attribute.

Its the formal way to describe what renderers supports. That the reason why it 
must be registered via tobago-config.xml

But this is a bit inflexible. 

With this feature it is possible to put a CSS class name into a component with 
the <tc:style> tag. Example

{code}
<tc:in>
  <tc:style customClass="my-emphasized"/>
</tc:in>
{code}

One capability is, to used external CSS libs.

This feature should not be used imprudent. Because it might be unstable against 
changes in the renderered HTML code.
