The date code for 4 digit years was changed in
https://issues.apache.org/jira/browse/TRINIDAD-1821
The 3 digit year thing should have been removed, but the 2 digit year
defaulting is giving us non-intuitive behavior and regressed our applications.
If I type 1/1/13 I almost certainly mean 1/1/2013 and not 1/1/0013.
