review commons-resourcehandler and remove unused/unneeded features

commons-resourcehandler does lots of things which he cannot do properly. E.g.
all the GZIP handling should imo _not_ be part of any rendering part. This is
something for existing, well specialized filters which might do this based on
the userAgent and lots of other parameters. There are ServletFilters and Apache
httpd modules which do this much better than we ever can do it.
