an AccessDecisionVoter also gets invoked during the navigation process. during
the navigation process existing view-access-scoped beans are valid in any case.
however, the navigation process has to be completed before all information for
the view-access scope is valid again. so it isn't not possible to use
view-accessed scoped beans in an AccessDecisionVoter.
