Instead call Application instance or RuntimeConfig directly, we should handle
config information retrieved through annotation scanning like if it was another
FacesConfig. In that way, the algorithm on FacesConfigurator becomes simpler.
Additionally, we need to fix metadataComplete behavior. It seems it is not
working right now.
