Provided patch to create Facelets StateManagementStrategy and implement
FaceletViewDeclarationLanguage.getComponentMetadata(). Two missing TODOs left
in FaceletViewDeclarationLanguage and the StateManagementStrategy impl doesn't
handle dynamic adds/deletes.
