The client side tobago is initialized by onload handler of body tag. This
handler is executed after all page content, which includes all images, are
loaded.
If a image has a url which did not respond the handler is executed after the
timeout for this request is reached.
This means tobago is blocked for ~ 3 Minutes (in FF).
