Can you please put this patch in 1.2.5.1 as well. We need this since
for RCF animation as well. I requested the patch to be put in for
1.2.5.1 as well in the JIRA. If you need me to enter a new JIRA issue,

Currently there is a need for a system wide setting to turn animation on/off. Currently the only component using the animation is chart component, but in future it is foreseeable that this setting can be used for other components as well.
This setting is also required by Oracle RCF for turning animation on/off and is similar to the acessibility setting.
