International Characters not displaying correctly - apparent encoding problem.

The input suggest component works well, but not for international characters.
For example the value "República" is stored in the database and displays fine
in outputText elements. However when it is displayed by the inputSuggest in
the picklist or in the combo field it appears as "República".
I tried adding the <t:dojoInitializer bindEndcoding="utf8"/> but that didn't
help. Please advise me on what I'm doing wrong.
