that INFRA can setup svnpubsub to use this new dist area

We would like to use the svn based dist. Can you create a mrunit folder in
https://dist.apache.org/repos/dist/dev for RC's and
https://dist.apache.org/repos/dist/release/ for releases. Can we just checkin
our existing 0.9.0-incubating release or do we have to wait until we do a new
release?
