As the random assignee for this project, I made contact with the original developer (lacostej). He confirmed that the plugin is still in active use and continues to work
(including with current versions of IDEA), it just simply has had no problems that needed fixing recently. (There is one open issue but it depends entirely on upstream
changes.) I also located a couple of users, one of whom might be willing to work on the code if ever needed.
Since the plugin remains viable, if quiescent, I propose that it not be
retired. I guess no vote is needed to _not_ do something. :-)
It would be great if someone with JIRA admin rights could check that lacostej is the default assignee for the JIRA component, to make sure he is notified of any incoming
issues in the future.
