When building attached project's (bar.zip) site with no tags configured for
taglist plugin, a warning "Using legacy tag format. This is not recommended."
is generated which can make one believe that legacy tag format is used as
default.
- If plugin can not generate report when no tags are configured, then it should
log that as a warning and let the build continue, or fail build but then do
provide means to skip execution (e.g. skip parameter);
- Otherwise some default tags can be applied and there should be no warning
about legacy tag format.
Documentation should be updated accordingly.
