I'm not on the project of this usecase anymore, so it's a bit hard to recall
the problem.
If I recall correctly, the dll became part of an assembly, while the jar was
the artifact being deployed. So it's not necessary that the dll is being
deployed. By being able to configure the extension, you don't need a separate
project, just for this file.
