It might be similar. But GGL does more. It supports both Google Desktop Gadgets and iGoogle Gadgets.
Google Desktop Gadgets is similar than Apple Dashboard widgets, Yahoo Widgets and Windows Vista Sidebar gadgets. iGoogle Gadgets is some kind of web applicatioin.
