The Moblin Image Creator (MIC, the tool you use for building images that
are installed on a target device), does not depend on a specific
distribution.  Some of us prefer to use Ubuntu, other prefer normal
Debian, others are Fedora fans, and we even have a few Gentoo and at
least one slackware person.

I am personally successfully using Ubuntu Hardy right now, and I know
for a fact that several people are using Fedora 9.

The fact that a particular target stack is using deb or using rpm
packaging should not effect your choice of host distribution.
