maven.repo.local is not a built in property. What you don't seems to distinguish between is built in properties, which for example would be settings.localRepository or project.version, and Java system properties, such as maven.repo.local or skipTests, which Maven Core itself and/or plugins checks to configure things. Just because you can specify a Java system property to configure something in the build doesn't mean that property exists by default in a build.
