The motivation for 2.3 of JXR was to get a new pair of aggregate goals. Unfortunately, due to the an interesting division of labor in the javadoc plugin, I missed a step, and the test I cribbed from javadoc didn't notice, either.
I fixed this stuff up today, and I propose to rename 2.4 in JIRA to 2.3.1, set the next version to 2.3.1, and spin.
