Dead on. All this will do is lend itself toward people not making then high quality releases. In the case of the assembly plugin, and several other plugins, they just went far too long without and we're trying to sort it out as fast as possible. All releases should be good. The arbitrary demarcation of quality is sketchy at best, and ultimately we're moving toward people specify all versions so you will consciously have to move forward, on something like the assembly plugin, and decide yourself if a given beta is good enough. Trying to bake this into Maven where it avoids alphas and betas automatically is not something I want to see.
