The eclipse:make-artifacts goal in the maven-eclipse-plugin is capable of
scanning an eclipse installation, and importing all the jars in that
installation into a maven2 repository.
Eclipse itself is capable of auto-updating itself from the command line,

These two features together, with some scripting and a place to host the
repository, is in theory all that would be needed to make eclipse jars
