If we fix all backward compat problems then there is no reason for anyone to use a new plugin with an old release of maven...

The artifact plugin should be released for RC1, as it contains the fix for MPARTIFACT-71 (the reject HostKey error), which was the only blocking plugin issue we had in beta-3.
