I will try and get this ready for perusal today so we can call a
vote. We definitely can't release any plugins without it.

It will be higher up the chain so that it works for all Apache
projects using Maven, but we can start with Maven's POM to start.
So I have to get that finished first really so the configuration
bits can be added to the Maven POM and then it can be released. I'm
plugging away but still have severe jet lag.
