It looks like a catch-22 to test this. If I update the plugin configuration so I use the 2.0-beta-4-SNAPSHOT version of the release plugin, release:prepare fails because I depend on a snapshot version of a plugin.
If I change the version number to "2.0-beta-4-20060509.101136-3" (or "2.0-beta-4-20060509.101136"), the plugin can't be found. What I ended up doing was to hack my local repository to move the SNAPSHOT version into a non-SNAPSHOT directory. I would assume I am still doing something wrong here, but at least I can test it now.
