I totally agree - in principle. I'm totally in favour of this as a go forward measure - where I'm trying to balance it out is how much we can commit to clearing the backlog of required documentation.

That's certainly a good point.
I don't think it will reduce the load on the user list either, as most users don't read javadocs.
Sorry, this is a misinterpretation. One example was the javadoc plugin, where we didn't release because it wasn't finished, but there was a bug that was a source of constant questions on the users list.
I feel like the assembly plugin, release plugin and site plugin are in that category right now.
As a crude, minimal compromise I could imagine putting a list of undocumented features (or a documentation TODO) on the projects main page. That would spare users some searching, avoid questions on the ml, serve as a sort of contract for the release manager to fix these issues before long, and finally, could incite some patches from people wanting to contribute!
I started this out for Maven proper, but it died out. That's quite a separate issue.
I'm specifically referring to the plugin documentation here, which is currently "reference only" and that there has been requests to increase the "how to" documentation.
I find this a non-trivial issue because even with comprehensive documentation on a plugin, sometimes people don't know what plugin that they are looking for (which is why several plugins have docs in the main documentation section). I think that deserves a separate topic and I intended to start it in the next couple of weeks again.
