I think you need to use MetadataResolver (similar to what is done in https://github.com/apache/maven/blob/a53a1aa232bc383baf055d884a7c66319d10d404/maven-resolver-provider/src/main/java/org/apache/maven/repository/internal/DefaultVersionRangeResolver.java#L140) although https://github.com/apache/maven-resolver/blob/master/maven-resolver-impl/src/main/java/org/eclipse/aether/impl/MetadataResolver.java seems to be SPI, while the more stable API is probably https://github.com/apache/maven-resolver/blob/0391feec5fb7de97f78621194efb863ab058ac51/maven-resolver-api/src/main/java/org/eclipse/aether/RepositorySystem.java#L191.
