This issue isn't ready to be closed yet, but if it were I couldn't do it. By contrast, issues I've reported in Jira against Beam have a "Close Issue" button that is missing from issues I've reported against Maven. I can add a comment and edit the issue. I'm not sure about transition or set issue security. I don't see options to do that, but they're not things I normally do so perhaps I'm just not seeing the UI for those.
