Apache announcements sent to the announcement list have a few requirements. 
They should include a link to the web site and must include a link to the 
download page near the front of the email. As Matt said, they must look like 
they come from your apache.org <http://apache.org/> email address. I have mine 
aliased to the address I use here and set up my email client to be able to use 
the apache.org <http://apache.org/> email when I am emailing the mailing list. 
However, because I am not subscribed to this list using the apache.org 
<http://apache.org/> account I have to send 2 announcement emails.

You can also create an announcement in the ASF Blog that will appear for a 
short amount of time in the “Latest News” section on the ASF home page.
