You should submit PRs to GitHub. It isn’t really a mirror. The ASF used to mirror the internal Git repos to GitHub but now GitHub and the ASF repos are co-equal. However, since most of us aren’t too familiar with Log4PHP please feel free to ping us when you need someone with commit privileges to do something. Since we are all volunteers please don’t get upset if we take longer than you think we should but don’t be afraid to pester us.

You should find it at https://github.com/apache/logging-log4php/tree/master/src/site <https://github.com/apache/logging-log4php/tree/master/src/site>. It uses the Maven site plugin (yes - I know it is strange to build a php web site with Java). You should be able to build the web site by installing Maven and Java and then running “mvn site”.
