Specifically, the entire stack of dependencies for httpd is very complex to
build out-of-tree. I'm looking at different apr consumers within the ASF
including log4cxx as test build targets for when we are getting a new apr
release ready, and as we near apr 2.0 evolution. This is both Unix, and for
Windows builds.

When I have an issue ticketed I'll bring it to this list again.
