ducker-ak always runs gradlew systemTestLibs during setup. There is no way to
skip this step when the build artifacts are already available (e.g. pre-built
in CI). So it would be great to have to configurable via ENV or CLI flag (i.e.,
--skip-build / SKIP_BUILD=true).
