I think that's a great idea. Having the plugin in a separate repo will also 
make the plugin more easily testable than if it were in buildSrc. +1

Hi there Apache Dev.

As part of Geode-8705, there has been some work done on creating a gradle 
plugin that will generate module.xml files that are consumed by JBoss Modules, 
based on the gradle build files.

This plugin is intended to be not only used by the Geode project but also for 
customers/users that would like to deploy code/apps into Geode but also for 
developers wanting to write Geode extensions, like Lucene, Memcache, Redis, 
etc….

In order to better make this plugin available (eventually) to the end-consumer, 
I request a new Apache Github for this plugin.

Thoughts?
